Halsey is a warrior of the Sea Rover Dwarves, that old clan of traders and merchants that sail the five oceans. They're widely renowned as the best sailors in the world on rough seas---you'd practice your knots too, if you knew that not one of your crew can float or swim. He's departed the loving embrace of his clan some years ago. Details are a little fuzzy, but he certainly isn't likely to return this year.

Halsey has been hired out to e'Lanya on a long-term contract to provide clerical support. Those funds compensate the Sea Rovers for... well, for whatever led to Halsey leaving in the first place.
